Hi, my name is Gloria Rybinski. I am the Public Information Officer (PIO) for the Highlands County Board of County Commissioners in Florida. I am taking the Master Public Information Officer Program (MPIOP) at the Emergency Management Institute. One of the class requirements is a research paper.
