Does your client employ at least 1 person for 30+ days per calendar year at that NY location? *This question is required.
Does your client have someone working from their home in New York for at least 30 days per year?
(Such as telecommuters who work from their NY home even if your clients is headquartered in a different state.) *This question is required.
Okay, even if your client operates from a different state - do they have at least 1 employee who physically works 30+ days a year in New York State (like a telecommuter who works out of their NY residence)? *This question is required.
Is your client's private home located in New York State? *This question is required.

Do their domestic employee(s) each work 20 or more hours per week?

Ok, looks like your client does NOT need to provide NY DBL & PFL to any of their employees.
 

Your client is considered a “Covered Employer” based on NY regulation.
Therefore, this client is required to provide NY DBL & PFL for all their eligible NY employees! 

This doesn't mean that all employees are automatically covered - some occupations and classes of employees are excluded even at "Covered Employers". Go here to learn who's excluded.
